Meetings are underway at NATO headquarters in an attempt to reassure Russia that the missile defence plans pose no threat. The United States maintains the system is to protect against missiles from rogue states, whereas Russia sees the system as compromising its strategic interests in the region.

In today’s talks NATO allies encouraged the United States to make the planned anti-missile shield capable of covering all of Europe. They did this without committing themselves to joining the project.

Reaction to the proposed system in European states has been mixed.

Irrigation water to a substantial proportion of Australia’s farming regions could be cut due to drought conditions, Australian PM John Howard has warned.

Mr Howard’s comments concerned the Murray-Darling Basin, one of the largest systems in Australia. “If it doesn’t rain in sufficient volume over the next six to eight weeks, there will be no water allocations for irrigation purposes in the basin”, adding that the drought conditions could continue until May 2008.

He continued “It is a grim situation, and there is no point in pretending to Australia otherwise,” he said. “We must all hope and pray there is rain.”

Russia, in coordination with the government of the United States and Canada, is planning to build a tunnel from Russia to Alaska, Viktor Razbegin, deputy head of industrial research at the Russian Economy Ministry, told reporters in Moscow Wednesday.

The tunnel is budgeted to cost US$65 billion and would take 10 to 15 years to build. The tunnel is to provide train and automobile transport between Alaska and the Russian Far East, and to carry petroleum and natural gas pipelines, and high-voltage electrical cable.

The proposed tunnel is 64 miles long, or about 100 kilometers, in total, and is designed to link with two islands in the Bering Strait. The project is expected to have a very positive economic effect in the area.

Derek Brower, an energy market expert, called the project “absurd” and suggested the Russian government is playing political games to threaten its European customers to sign energy deals.

“I’ve never heard of this plan,” said Sergei Grigoryev, Vice President of oil pipeline monopoly Transneft.

“To be honest, anyone who look[s] at the map will realize that the project is too hard to implement,” an anonymous government source told Reuters.

The Process Of Installing Bi Folding Doors

By John Schofield

Many households prefer the use of bi-fold doors. They use it whether for their closets, for room division, for laundry places or for any other part of the house. They prefer the use of bi-fold doors because of plenty of reasons. One reason is that bi-fold doors do not consume to much space. This is great for dividing different section of the house instead of putting a heavy and space-consuming hard wall. Another reason is that bi-fold doors make things accessible. When used to closets, one can easily access his or her things. There are also other people who prefer using bi-fold doors because it looks great architecturally and aesthetically. Bi-folding doors are famous and are being used in architecture for more than 10 years now. Another great thing about bi-fold doors that make it preferable for households is the fact that it is moveable. You can have it removed if you wish to change the interior and design of your house. If you need to install bi-fold doors on your house, here is the process:

Process of Installing Bi-fold Doors

1. First thing to do is to prepare everything you need. Make sure you are complete with all the necessary things. You need to prepare the bi-fold doors, handles or door knobs, trim screws, drill, hacksaw, plumb bob, mounting hardware, hinges, pivot and pivot plate. 2. Identify the two sides of your bi-fold doors. Mark it with something to differentiate the two sides. By doing this, you can avoid installing the doors on the wrong way. There are times when people finished installing the bi-fold doors before realizing they installed it backwards.

3. Next, make sure the hinges are aligned. Use the drill to put the trim screws.

4. After drilling the screws, it’s time to put the track or mounting hardware. You also need to put the pivot plates and drill it with screws. Putting the screws will keep it in place. If you bought a bi-fold door package, check if there is a manual included. If there is, follow the instructions there on how to put the hardware.

5. Next thing to do is the floor brackets. Remember not to screw the floor brackets unless you are sure that the doors have the right square shape. Using the plumb bob, put your floor bracket. The plumb bob is to make sure that it is aligned properly.

6. Now, everything is prepared and you can hang the doors. Put the pin on the pivot plate and check the position of everything using the plumb bob. If the positions are all fine, it is time to secure the door by adjusting the lever on the pivot plate.

7. At this point, you can now put the handle or the door knob.

8. Test it and that’s it.

These are the steps that you have to take if you want to install bi-folding doors.

The defending champions, the United States women’s national basketball team, are perceived as the Australian Opals’ main competitors. In the last three Olympic Games the Opals got silver medals. In each of these cases the United States got first place. Coach Carrie Graf said “thinking about the US too soon in inappropriate”, “Our focus is first and foremost, game by game winning our pool”. Amongst the Australian Opals’ competitors in the pool are Brazil, Russia, and Great Britain. Carrie Graf said Great Britain “will put up a fight on home turf” but there is a “world class [AIS] facility” and “world class medical support staff” supporting the team.

Australian Opal player Penny Taylor recently suffered injury from a torn anterior cruciate ligament, meaning she cannot play Olympics this year. In regards to the situation player Lauren Jackson, who is going into her fourth Olympics, said “you would never wish that upon anybody.” She says as a team they have to “move on, move through that” and “come together” to pick up their offence and defense. Despite the loss of one of their key players she says “we definitely have the talent there” and the team is all “on the same page.” She feels “pretty confident” and speaks of “very exciting” times ahead. Jenna O’Hea is going into her first Olympics with the team. She is still “pinching” herself and says she is taking it “day by day”.

A typical day at the camp might start with a 7.00am – 8.30am breakfast at the AIS Dining hall, before one and a half or two hours of court, gym, or swimming training. The middle of each day might consist of media meetings, medical checks, team meetings, and time to practise shooting. Around 12.00pm, the players meet to eat lunch and recover from the morning. The afternoon typically consists of more training, and some scrimmage games. Players usually finish around 7.00pm for dinner, and perhaps a massage.

The nineteen players in attendance this week at training camp were Suzy Batkovic, Abby Bishop, Elizabeth Cambage, Rohanee Cox, Cayla Francis, Kristi Harrower, Laura Hodges, Natalie Hurst, Lauren Jackson, Rachel Jarry, Kathleen MacLeod, Jenna O’Hea, Samantha Richards, Jennifer Screen, Belinda Snell, Marianna Tolo, Kristen Veal, Carly Wilson, and Hanna Zavecz. Basketball Australia has named fifteen players that are to attend the second phase of the camp: Suzy Batkovic, Abby Bishop, Elizabeth Cambage, Kristi Harrower, Laura Hodges, Lauren Jackson, Rachel Jarry, Kathleen MacLeod, Jenna O’Hea, Erin Phillips, Samantha Richards, Jennifer Screen, Belinda Snell, Marianna Tolo, and Hanna Zavecz.

Scientists find key human language gene

Thursday, November 12, 2009

Researchers have found a crucial genetic difference between humans and chimps that could help explain our language and speech abilities. The difference lies in a gene called FOXP2 which encodes for a protein of the same name. This acts as a transcription factor, controlling the activity of other genes.

The human and chimp versions of the protein differ in only two of their 740 amino acid components, but when researchers at the University of California, Los Angeles, replaced the human gene with the chimp version in neurons grown in the laboratory, they found it affected the expression of at least 116 other genes.

The results are detailed in a paper published on Thursday in the scientific journal Nature.

Author of the study Dr. Daniel Geschwind, of the David Geffen School of Medicine at UCLA, said the gene had a “major role” in differences between chimps and humans. “We showed that the human and chimp versions of FOXP2 not only look different but function differently too.”

We believe FOXP2 is not only important for the higher order cognitive aspect of language but also for the motor aspect of speech and language

Some of the affected genes control the formation of connections in the brain, whilst others relate to facial movements. Several have already been found to be involved in language disorders. Mutations in FOXP2 itself were also known to affect speech and language; the gene was first identified in members of a family suffering from language problems who were found to share a genetic mutation.

Frances Vargha-Khadem at University College London has studied patients with FOXP2 mutations, and agrees with the new research. As well as language problems, some of her subjects have changes in the shape of their jaws, mouths and tongues. She thinks that chimps may also have these differences.

“We believe FOXP2 is not only important for the higher order cognitive aspect of language but also for the motor aspect of speech and language,” said Genevieve Konopka, one of the authors of the paper at UCLA.

Previous research indicates that the changes in FOXP2 occurred around 200,000 years ago with the rise of modern humans. Geschwind also suggests that several of the related genes may have evolved together. Preliminary studies have shown signs that they too emerged relatively recently.

Scientists are now keen to further study FOXP2 and the genes that it affects. Geschwind believes this could eventually lead to breakthroughs in treatment for disorders such as autism and schizophrenia, which affect language skills.

The study was funded by the National Institute of Mental Health, the A.P. Giannini Foundation and the National Alliance for Research on Schizophrenia and Depression.

Surgeons reattach boy’s three severed limbs

Tuesday, March 29, 2005A team of Australian surgeons yesterday reattached both hands and one foot to 10-year-old Perth boy, Terry Vo, after a brick wall which collapsed during a game of basketball fell on him, severing the limbs. The wall gave way while Terry performed a slam-dunk, during a game at a friend’s birthday party.

The boy was today awake and smiling, still in some pain but in good spirits and expected to make a full recovery, according to plastic surgeon, Mr Robert Love.

“What we have is parts that are very much alive so the reattached limbs are certainly pink, well perfused and are indeed moving,” Mr Love told reporters today.

“The fact that he is moving his fingers, and of course when he wakes up he will move both fingers and toes, is not a surprise,” Mr Love had said yesterday.

“The question is more the sensory return that he will get in the hand itself and the fine movements he will have in the fingers and the toes, and that will come with time, hopefully. We will assess that over the next 18 months to two years.

“I’m sure that he’ll enjoy a game of basketball in the future.”

The weight and force of the collapse, and the sharp brick edges, resulted in the three limbs being cut through about 7cm above the wrists and ankle.

Terry’s father Tan said of his only child, the injuries were terrible, “I was scared to look at him, a horrible thing.”

The hands and foot were placed in an ice-filled Esky and rushed to hospital with the boy, where three teams of medical experts were assembled, and he was given a blood transfusion after experiencing massive blood loss. Eight hours of complex micro-surgery on Saturday night were followed by a further two hours of skin grafts yesterday.

“What he will lose because it was such a large zone of traumatised skin and muscle and so on, he will lose some of the skin so he’ll certainly require lots of further surgery regardless of whether the skin survives,” said Mr Love said today.

The boy was kept unconscious under anaesthetic between the two procedures. In an interview yesterday, Mr Love explained why:

“He could have actually been woken up the next day. Because we were intending to take him back to theatre for a second look, to look at the traumatised skin flaps, to close more of his wounds and to do split skin grafting, it was felt the best thing to do would be to keep him stable and to keep him anaesthetised.”

Professor Wayne Morrison, director of the respected Bernard O’Brien Institute of Microsurgery and head of plastic and hand surgery at Melbourne’s St Vincent’s Hospital, said he believed the operation to be a world first.

The action comes in the wake of Parex admitting to financial difficulties. Until this move, the biggest shareholders were the chairman, Val?rijs Kargins, and Viktors Krasovickis. Bankruptcy for U.S. automaker GM becomes almost certain after bondholder offers fail

Thursday, May 28, 2009

The United States automobile manufacturing firm General Motors announced on Wednesday that most of its bondholders did not exchange GM’s US$27 billion debt for a ten percent share in the company’s stock.

The automaker, in financial straits, has a June 1 deadline to finish a government restructuring plan that includes plant closures and other debt reduction measures. U.S. President Barack Obama’s administration said it would not give more financial aid to the firm unless 90% of GM’s bondholders would agree on compromises that would significantly reduce the firm’s costs.

“The principal amount of notes tendered was substantially less than the amount required by GM to satisfy the debt reduction requirement,” GM said in a statement.

“They said no. That’s it. They tried. That’s why they’re going to have to file for bankruptcy,” said a university professor from the University of Michigan who specializes in bankruptcy.

U.S. Supreme Court requests reconsideration of habeas petitions of Gitmo captives

Monday, December 15, 2008

On Monday, the Supreme Court of the United States directed an appeals court to reconsider its ruling concerning the claims of four former British Guantanamo captives. The lower court had ruled that the four men were not entitled to bring senior Bush Presidency officials to court, because they were not citizens, and were not detained within the United States, they had no recourse under the United States Constitution.

In its direction, the Supreme Court pointed out that in its landmark ruling in Boumediene v. Bush it ruled that overseas captives were entitled to Constitutional protection. Following its ruling on June 12, 2008 all the current Guantanamo captives were entitled to re-initiate their habeas corpus petitions, which had been stayed following the United States Congress passing the Military Commissions Act.

United States District Court Judge Thomas F. Hogan, the judge in charge of setting the rules of procedure for captives’ habeas petitions has explicitly allowed former captives to seek relief in the US court system. This is the first instance of former captives whose cases had already been turned down being given renewed access.

The four British former captives were Shafiq Rasul, Asif Iqbal, Rhuhel Ahmed and Jamal al-Harith. All four men claimed they were captured by bounty hunters who falsely claimed the four men were Mujahideen.

Al-Harith claimed he was attending a religious retreat in Pakistan when he was captured.Rasul, Iqbal and Ahmed, childhood friends from Tipton, said they had traveled to Afghanistan to render humanitarian assistance, when the war broke out during a trip they made to Pakistan.

The men reported that they were bound, naked, in painful “stress positions“, and bombarded with loud music, which they described as a form of religious persecution.

The four men all claimed that, during their captivity, they observed a copy of the Koran being thrown into a latrine.

The four men were repatriated to the United Kingdom in early 2004, where they were set free.
