Friday, March 25, 2005A Spotsylvania County woman, whose three dogs allegedly attacked and killed her elderly neighbor, was freed Wednesday by posting a $10,000 bond. Dianna Large, 36, received one felony charge of involuntary manslaughter and three misdemeanor charges in an indictment issued last week.
In her first appearance before a judge, she answered Circuit Court Judge William H. Ledbetter questions with simple “Yes sir.” and “No sir.” responses. The short hearing, held Thursday, formalized the charges against her. The involuntary manslaughter charge, a first in the severity of punishment being sought on a dog owner in the Virginan state of USA, carries a maximum penalty of 10 years.
State procecutor Wiliam Neely said that Large knowingly let her three Pit Bull dogs run free, and that an animal control agency person had warned her to keep them under better control. She also a violated a county ordinance requiring owners of dangerous dogs to post a warning sign to visitors. The prosecution also noted that none of the three male dogs were neutered.
The Animal Control Department of Virginia maintains a dangerous dog registry. It contains a list of owners whose dogs are deemed dangerous to society. The link to the registry was moved to a more prominent position on the county web page following the attack.

Thai customs officials said today that they had intercepted a North Korean cargo plane loaded with 35 tons (31 Mg) of “heavy weapons”. The Ilyushin Il-76 aircraft, registered in Belarus, was stopped at Bangkok’s Don Muang airport, after a tip from the U.S. Government. The crew of four North Korean nationals (who have dual citizenship with Kazakhstan) and one Belarusian were arrested on site.
Thai PM Abhisit Vejjajiva said to The Times: “They committed two crimes: firstly they gave false information about their cargo, and secondly that cargo was found to be weapons”. North Korea is banned from exporting or importing weapons under UN Security Council resolution 1874. There is no comment at this time from the North Korean government.
A report from the Xinhua News Agency says that the cargo was en route to Ukraine, while another report from CNN says it was headed to Sri Lanka. The pilot, Belarusian Mikhail Petukhou, told Thai officials after six hours of interrogation that he had no knowledge of the cargo or its origins. He said that he and his crew members would “[only] provide other information in court.”
The North Korea arms ban was first imposed in 2006, and strengthened in June, after North Korea tested ballistic missiles and nuclear devices. North Korea’s annual profit from arms sales is estimated to be US$1 billion (€684m, Thai?3.3t).

U.S. President George W. Bush crashed his mountain bike into an unfortunate police officer in Scotland.
Mr. Bush, who celebrated his 59th birthday last night was cycling on a bike around the Gleneagles Hotel, where he is staying for the 31st G8 summit, when he, perhaps partially due to the bad weather, crashed into one of the police officers responsible for his and the other leaders’ safety.
The officer had to be taken to the hospital having suffered a twisted ankle whilst Mr. Bush, who was wearing a helmet, only suffered minor bruises despite landing on asphalt. The president had to return to the hotel by van because the bike was too badly damaged.
Bush has been involved in two similar accidents during his presidency. In 2003, he fell off a Segway personal transporter, and in 2004, he fell off a mountain bike.

Judge M. Brooke Murdock of the Baltimore Circuit Court in Maryland struck down a 1973 law banning same-sex marriage yesterday, ruling the measure violated a state constitutional amendment prohibiting sex discrimination.
The decision will not allow gay couples to be immediately eligible for marriage licenses because Murdock stayed the order pending an appeal. The state’s attorney general’s office filed the appeal right after the ruling was made.
“Although tradition and societal values are important, they cannot be given so much weight that they alone will justify a discriminatory statutory classification,” the judge stated in the ruling. “When tradition is the guise under which prejudice or animosity hides, it is not a legitimate state interest.”
In making the decision, Judge Murdock wrote, “the court is not unaware of the dramatic impact of its ruling.”
Ken Choe, a lawyer with the American Civil Liberties Union’s (ACLU) Lesbian and Gay Rights Project, said “men and women were indeed treated differently under the law Judge Murdock struck down. A man can marry a woman, but a woman can’t marry a woman. Same-sex couples need the same protections for their families that opposite-sex couples do.”
The ACLU hailed the ruling, calling it “a historical step toward allowing same-sex couples to legally marry in Maryland.” She considered but dismissed all the state’s arguments for the restriction, noting “Prevention of same-sex marriage is not rationally related to the state’s interests in promoting stable families and protecting the best interests of children. … These arguments are illogical and inaccurate.”
Governor Robert L. Ehrlich Jr. released a statement saying that that the state will “begin a vigorous appeals process. I firmly believe the institution of marriage is for one man and one woman only.”
Governor Ehrlich had sent to Attorney General J. Joseph Curran Jr. (D), a letter in response to the ruling advising him to appeal the decision and offered additional resources to support the appeal.
“We have noted an appeal and think it appropriate that the court stayed the operation of its order,” said Kevin J. Enright, a spokesman for Curran, in a statement. “We await having the decision of Maryland’s appellate courts.”
The Maryland House of Delegates scheduled hearings for January 31, 2006 on proposals dealing with same-sex marriages, including a proposed constitutional amendment.
John Lestitian, a plaintiff in the case, said Murdock’s decision was “a step in a very long process. As a 40-year-old man, I should be able to decide who my family is.”
“This is such an exciting moment,” said Lisa Polyak. Her partner of 24 years, Gita Deane, was a plaintiff in the case. “Our participation in this lawsuit has always been about family protections for our children. Tonight, we will rest a little easier knowing that those protections are within reach.”
The equal rights amendment in Maryland’s State Constitution was ratified by voters in 1972. The marriage law which defined marriage as only between one man and one woman was approved the following year.
The lawsuit leading to the decision started when nine gay and/or lesbian couples and one individual sued court clerks in five Maryland counties for denying marriage licenses to them, citing legal, financial, and emotional harm. In July of 2004, the ACLU filed the suit challenging the state ban on same-sex marriage.
Same-sex marriages are only legal in the state of Massachusetts in the United States, with the states of Vermont and Connecticut recognizing other civil unions. Hawaii and New Jersey offer some legal protections to same-sex couples, while 13 states have appoved constitutional amendments rejecting recognition of same-sex marriage. Courts in California, New Jersey, New York and Washington State are facing cases on the issue.

((WN)) And, where were you born?
((WN)) It says here that you spent your childhood living in Banyule?
((WN)) Okay. And you used to play netball when you were young?
((WN)) And you’re an occupational therapist, and you have a son called Alex?
((WN)) Any more children?
((WN)) You began playing basketball in 1991.
((WN)) And that you’re a guard.
((WN)) And that you are a one point player.
((WN)) And you used to be a two point player?
((WN)) When were you first selected for the national team?
((WN)) And that was for Barcelona?
((WN)) How did we go?
((WN)) And what was Barcelona like?
((WN)) Did you play with a club as well?
((WN)) The 1994 World Championships. Where was that at?
((WN)) Which brings us to 1996.
((WN)) Your team finished fourth.
((WN)) Lost to the Unites States in the bronze medal game in front of a crowd of 5,000.

((WN)) They also have a fondness for the sport.
((WN)) They kept on saying in London that the Gliders have never won.
((WN)) So that was Atlanta. Then there was another tournament, the 1998 Gold Cup.
((WN)) How did we go in that?
((WN)) But that qualified… no, wait, we didn’t need to qualify…
((WN)) You were the second leading scorer in the event, with thirty points scored for the competition.
((WN)) In basketball, some of the low pointers do pretty well.
((WN)) I notice the scores seem lower than the ones in London.
((WN)) How often do the Gliders get together? It seems that you are all scattered all over the country normally.
((WN)) That’s reasonably often.
((WN)) I didn’t see you training in Sydney this time… then you went over to…
((WN)) 2000. Sydney. Two Australia wins for the first time against Canada. In the team’s 52–50 win against Canada you scored a lay up with sixteen seconds left in the match.
((WN)) That brings us to the 2000 Paralympics. It says you missed the practice game beforehand because of illness, and half the team had some respiratory infection prior to the game.
((WN)) You scored twelve points against the Netherlands, the most that you’ve ever scored in an international match.
((WN)) At one point you made four baskets in a row.
((WN)) The team beat Japan, and went into the gold medal game. You missed the previous days’ training session due to an elbow injury?
((WN)) During the match, you were knocked onto your right side, and…
((WN)) Someone just bumped you?
((WN)) You were knocked down and you tore the tendons in your elbow, which required an elbow reconstruction…
((WN)) You spent eleven weeks on a CPM machine – what’s a CPM machine?
((WN)) You’re right handed?
((WN)) So, how’s the movement in the right arm today?
((WN)) You still can’t fully flex the right hand.
((WN)) How old is he now?
((WN)) So that recurs, does it?
((WN)) So you gave up wheelchair basketball after the 2000 games?

((WN)) My recollection is that you weren’t on the court a great deal, but there was a game when you scored five points?

((WN)) The strange thing was that afterwards the Mexicans were celebrating like they’d won…
((WN)) The speed at which things move is quite astonishing.
((WN)) Because you are the more experienced player.
((WN)) And now you have another silver medal.
((WN)) We double-checked, and there was nobody else on the team who had been in Sydney, much less Barcelona or Atlanta.
((WN)) Most of the Gliders seem to have come together in 2004, the current roster.
((WN)) Are you still playing?
((WN)) You would have been isolated from him anyway.

((WN)) Is there anything else you’d like to say about your record? Which is really impressive. I can count the number of Paralympians who were on Team Australia in London who were at the Sydney games on my fingers.

((WN)) What I basically wanted to ask was what sort of changes you’ve seen with the Paralympics over that time — 1992 to 2012.
((WN)) To me… London… the coverage on TV in Britain, but also here, some countries are ahead of others, but basically it’s being treated like the Olympics.
((WN)) Huge crowds…
((WN)) I was looking around the North Greenwich Arena…And that arena! The seats went up and up and up! And as it was filling on the night, you could see that even that top deck had people sitting in it. I guess in 2000 even, to fill stadiums, which we did, we gave APC and school programs, a lot of school kids came to fill seats and things. We didn’t necessarily see that in London. They were paid seats! People had gone out and spent money on tickets to come and see that sport.
((WN)) I saw school groups at the football and the goalball, but not at the basketball.
((WN)) I was very impressed with the standard of play.
((WN)) What’s in Osaka?
((WN)) After the Paralympics.
((WN)) And then after that?
((WN)) How many tournaments do they normally play each year?
